Introduction / History

The Baikeno people (also referred to as the Vaiqueno or the Vaikenu) represent a unique cultural and political enclave within the nation of Timor-Leste. They are the primary inhabitants of the Oecusse-Ambeno district, a coastal exclave of Timor-Leste that is surrounded by Indonesian West Timor and the Savu Sea. Most are trilingual or quadrilingual.


What Are Their Lives Like?

The Baikeno speak Uab Meto, specifically the Baikeno dialect. They have roots in common with the Dawan people, but still have a political identity tied to Timor-Leste. Most Baikeno are farmers, but due to the semi-arid climate of the region, water management is a constant challenge. They also participate in coastal fishing in small scales to supplement diet and income. They speak Baikeno at home, Tetum which is national language Timor-Leste, and often Portuguese or Indonesian.


What Are Their Beliefs?

The vast majority of Baikeno identify as Catholic. The church plays a pivotal role in social organization, political life, and education. Below Catholicism lies a power system of indigenous beliefs centered on Lulik. This involves the veneration of ancestral spirits and sacred sites. They perform rituals to seek permission from ancestors for harvest or projects.


What Are Their Needs?

Because their surrounded by Indonesia, the Baikeno must cross international borders or take long ferry rides to reach their own capital, thus driving up the price of goods. Fluctuations in diplomatic relations with Indonesia and Timor-Leste directly impact the Baikeno's ability to trade or visit relatives across the border.

Oecusse is one of the driest regions in the country. There is a critical need for sustainable irrigation and clean water access for both agriculture and health. While there still have been improvements, many rural villages still last consistent access to electricity and telecommunications. Lastly, complex medical procedures patients often must be evacuated to Dili by air or area, which is often delayed by weather and expensive.
